I understand German coz I AM German and I live in Germany.

You're damn right. This governmental (in short: 'mental) agency is wasting taxpayers' money by writing to people outside Germany in order to make them stop their sites. It's downright ridiculous and your Janet Jackson-breast-affair is our 'mental agency.
