They're prison guards. Guards at every level (civil and military) are likely to get sadistic. Even the guards in your perfect countries.
After the bullshit these guys go through (let alone military prison gaurds) and are subjected to everyday, things like this are bound to happen. I'm not saying it's right, but don't act so suprised.
Even parents beat their kids when they get out of line. And they love them.
Accept it, we are only human.
