In every state my son applied to colleges in, non-resident means anyone not a resident of THAT STATE, not just foreigners. And the schools have a set number of resident and a set number of non-resident openings. Residents are already paying into the system FOR YEARS with house,car, employment taxes etc etc etc .
There should be no waiting list for residents.
