I never expect a designer to redo work once all is paid and agreed to be done... that'd be using the good will of someone.
BUT, there's something different with programming. if you hire a programmer to build your entire site, and then maintain it, he should let you know how everything works by the time he leaves...
That's why everyone should always know how everything works WHILE someone does it for them... cuz then this shit don't happen.

ah true, but same could be applied.
you pay someone to do a script.
they provide working script.
you come back 6 months later wanting changes, why cant he ask for his hourly rate?
I dont know the rates so 100 could be much, I dont know. but what one values their self or time should be of no issue to anyone who has been privded with the service and product then comes back later for changes.
theres still an issue of what someones time and talent is worth, whether its designs or code.
just my opinion though.
