Doesn't have anything to do with being stupid. The demands he made of Afghanistan are obviously impossible for them to fulfill because of their own fat-headed dictations. By stating that they are not open to discussion or negotiation, (meaning NOT flexible), and knowing there's no way in Hell Afghanistan is going to willingly comply with them, he's basically saying this:
"Run. We're coming. And it ain't gonna be pretty."
If you want to sum it up and say it's because he is stupid, that's your right. But I'm not gonna get all heated up again like yesterday because some fool flower child wannabe wants to sit around a fuckin' campfire and sing Kum-By-Ah until the worlds problems are magically solved through some ethereal projection of "love and goodness".
