Well, that's kind of a difficult question, since pain is relative for everyone, but for me the tattoo on my chest didn't hurt so much. I wouldn't want to do it all the time, mind you, but it's certainly bearable for the two or three hours at a time that it gets worked on (I still have maybe three to five hours to go... everything inside the border is going to be color). The only tattoos that really hurt were the one next to my belly button and the one over my tailbone... I was counting the minutes on those.
The nipple piercings hurt tremendously... worse even than when I had my kidneys biopsied or my tonsils removed (well, maybe not worse than my tonsils... it's hard to remember that far back). They hurt a lot, anyway. I couldn't sleep on my stomach for about four days afterward, and I was supposed to get a blood test at the doctor's office afterward and I cancelled it because I couldn't handle the thought of any more needles that day. I'm not really looking forward to getting them re-done, but I miss having them and I, personally, think they look better, so I'll be going back in as soon as I have the budget.
Like I said, though, both tattoos and piercings affect everyone differently... maybe you would get one and not notice it at all, or maybe it would hurt so bad you didn't want to finish. I don't think anyone knows until they do it.
