I'm not sure how often you go to the French Quarter, and you may have noticed this while you were there, but people spill a lot of alcohol....and other stuff all over the place. You have to ALWAYS watch where you sit or you'll end up with a wet ass.
In her case, looks like she was so drunk and falling all over the place that she probably ended up with her ass on the ground at one point...which is probably why it's wet.
As for that other stain.... Looks like a period stain to me.
