Dunno if this will help, but i have seen in a shop video cameras that come with a video capture card that can stream to a site or you can view over it over the web from that local machine.
The ones i was looking at were for monitoring your house/office and it supported upto 12 cams on the card with the software with motion sensors too (if you wanted that option on)
It was also capable of saving the video to the drive without using a shit load of space....
I know some poeple are using hahahahahahas encoder and others are also converting the files to flash so the boys out there that have a PDA can view live cams of there office while on the move.
