There are a few free host scripts floating around. One that comes to mind is HomeFree (www.solutionscripts.com). Unfortunately, HomeFree doesn't support FTP. For true FTP, you would need more than a script as you would need to customise Apache and FTPd. There are also security issues to contend with. I'm currently setting up an adult free host (with FTP) for a client, so if you have any questions, feel free to message me.
