If he is showing your pictures without your permission you should contact ccbill they can force him to remove the unlicensed content, also, if that is your domain in the program why dont you move it?
Did you have any contracts with him? If not, then that is your mistake, you should always keep your business at a forefront.
My point is you are looking for restitution or payment. Police wont do shit, this is a civil matter, plus you are canadian which will add another wrinkle to it.
For the amounts your listing its not even worth going after him in court.
It is odd he is so silent about it, but I am sure his side will come out.
So I would start with ccbill and jupiter. If he has content that is not his, his host would also have to remove the domain if it is showing unlicensed content.
