One of my old roommates had a boot put on his car at a parking lot in Canada. We couldn't believe it. We actually called the police, who told us, we should pay the "fine" imposed by the parking lot. They went on to say that if we cut it off or otherwise damaged it, we could be arrested. Couldn't believe it.
