the problem is that this could not have the same effect as pearl harbor..
with pearl harbor, there were only a FEW that had created a nuclear bomb, usa was the first to use it..
plus, the bomb was WAY smaller than what we had with nagazaki for example...
should there be nuclear bombing, you'd see those country send all they have as well towards the big cities... and just ONE bomb not intercepted could mean the end.
