Actually, I missed your point. You think that the guards should have no protection at all? THe dogs keep them from having to beat the crap out of the prisoners, because the prisoners are afraid of them.
The hoods over the heads is another form of control.
The guards are certainly outnumbered, they need to exercise their authority to stay in control.
The stack of prisoners . . .not sure what that was about, the icing could be for the benefit of the prisoner, can't tell by the pic.
