Real hacker wouldn't allow you to see his origin so easily.
And I tell you all something - you can redirect Russian traffic indeed, I do this myself, because it doesn't have any money to spend on my sites anyway, but it's not the way to protect your sites from Russian scummers. Because hackers, carders and other scummers that are worth something always use proxies or VPNs that are located in US or Western European countries, and their language settings are set accordingly. It's not really a rocket science...
And yes, dial up user can be used as proxy, any user that caught a trojan horse during surfing can be used as proxy, it's just that it's not convenient to use a dial-up user, so they mostly use users with permanent connection.
