Someone on another thread talked about "pushing the envelope" and that's a good analogy here. A lot of webmasters love to push the envelope, and in this case it's in trying to make the surfer think that the content offered just may (might) be illegal in that the girls shown may (might) be last week's underage girls or they may (might) be underage as of 5 minutes ago but no longer.
It's not enough to say they are 18 or "just turned 18", many people feel compelled (by greed?) to push the envelope any way they can.
I won't deny that it does bother me some. But then again I take a hard line on underage shit, so it naturally would bother me when people try to push that envelope in that direction.

In all of the "barely" cases you cited, the term implies a sort of "made it, but almost didn't" kind of quality.
I also think part of the "barely legal" concept involves the girls being bare (as in unclothed) as well.
I shoot a lot of sub-20's girls (but always 18 or older) and I usually refer to them as "legal teens." I'm not saying I've never EVER slipped into the "barely legal" terminology (and in fact, I do use it when interviewing models, since it seems this is a term they are familiar with), but in the industry I prefer to use "legal teens."
