The evidence points towards Bush letting this happen to drum of public support for his never ending "war on terror". His close ties to the Saudi Royal family and the Bin Ladens should be unsettling at best to anyone with their eyes open, and that's just the tip of the iceberg.
Americans aren't bad people. Neo cons are. It's not very complicated if you remove the propaganda screen.
