You hit the nail on the head. And that's the whole idea behind AWG.

When a surfer sees the AWG logo they know it complies with the AWG "good practise" rules. If it doesn't they have a clear link to complain, and if the complaint is upheld, the AWG member loses the right to display the logo, and that would be backed up by legal action, if necessary, as stated in the membership agreement.
