I would think that is a bad idea. First off, I would imagine he would try to rip it out (like dogs do when they get stitches). But it leads you to ask yourself, why can u do it a baby but not a dog? Should u really put holes in baby's ears? I'm sure if you gave your 1 year old daughter a lip ring that would be child abuse, so why isn't giving her an earing?
I personally wouldn't do it because a dog isn't small enough to grasp the pain, not to mention a basset hounds ears get stuck under their paws a lot and it will probably rip out if he doesn't do it himself. (It's actually quite cute to watch them trip over their own ears when their puppy's but there loud as shit and their natural cent int to pleasant)
