It is illigal to tamper with domesticated animals, call your local municipality about it. Take the bitch to court, and if the town won't do anything sue them too.
I been a horse person in NY for years now. I have constant problems with the new city people who move up here. We can no longer just go out riding because no one has respect for our safety or the animals safety.
They drive real fast past us on the back roads honking and yelling, or in the woods we have to deal with fuckhead kids on atv's trying to run us over. Even on trails that have been designated for horses and walkers only.
What happened to respect?
