That is some kind of gear for something. The square hole in the center looks like it fits on some kind of crank. The teeth positioned they way they are looks like it's designed to not let the crank shaft go in more than one direction.

Honestly, that looks like a gear off of an old carpet cleaning machine or hand crank washing machine.
