I'm guessing it's due to a longinsh exposure shot (to expose the background properly) with fill-in flash to expose foreground properly. The flash would have gone off at the beginning of the shot, just as the car entered the frame - the blurring is caused by the car continuing to move across frame (from right to left) while the camera shutter is still open.
