Not getting enough oxiginated blood to your body parts and they start to tingle, hence the heightened tactile sensation. In an attempt to get more oxygen to these parts, the body has to send more blood, increasing blood flow to said parts causes swelling. When blood vessels become dialated the nerves are more responsive.

It is used in bulls to get them to have sex more so they can reproduce more by inseminating more females in a season.
Aside from this, there is so much more that has to deal with the brain and Neuropharmacology involved. The drug itself, nor the individual componants are to be used lightly and without full understanding.
