I've been in the biz since 2000...and can say without reservation your best solution -- overall, not just non-US -- is XXXWebhost.nl. Service is personal, connection is the fastest we've had (jumped 25% in first week of hosting after moving from a major US provider). Prices were also better than any US company. It's connected through the best in EU, fast, reliable, and REAL people which gets overlooked by most until something is wrong, I doubt anything would make me look elsewhere.
