Nevermind what I wrote above, the PR that they're showing isn't actually for billyspervwebsite.com, it's the PR for yahoo.com. Take a look at their DMOZ listing (by clicking google's directory button from the toolbar). It goes to Yahoo's directory:

And based on the 400,000 backlinks, all the backlinks are really going to Yahoo.com. So essentially, this domain is actually showing the PR and backlinks to yahoo's domain, not billyspervwebsite.
You can also tell by going to any other page on this domain, nothing in google and no PR for all other pages. Not to mention their cached page goes straight to Yahoo.com
