there are good ones at stealthisgallery.com but many of them would not comply...
anyways a good template is just one of the problems. Content and hosting is much bigger one. Plus the FINE TOOL FOR SUBBMITTING galleries, plus 24/7 support etc. I can list many ideas...
The percentage scheme should be overview ofcourse
