It is well known that US private enterprise sold materials that had the potential for dual use...and that some of the materials could be weaponized. Pesticides can be weaponized...ferterlizer can be weaponized...there are common household products that can be weaponized. When the extent of the weaponizing of some of these dual use materials was learned by the Government the sales of some of these dual use materials were proscribed...but even then some companies still made sales and paid legal consequences. The only weapons sold to Iraq was a handful of rotorary wing aircraft and the indirect sale of some cluster bombs.
