you are talking about subscriber carrier, or a pair gain device. If they are using ISDN to do that they are certainly going about it in the most expensive way possible.
I have been doing telephone stuff since 1971, so I do have a slight clue of what I am talking about.
ISDN is/was typically used for broadband usage. 82A and 84A subscriber carrier were typically used for pair gain in individual residences . .. there was another, but I don't remember what it was called, AML I think
