There are several categories of IPs that should be targeted differently as I see it now:
1) US/CANADA [+NED] - paysites
2) EUROPE - dialers+paysites?
3) ASIAN - paysites+free [for example freeemail programs], clicks etc
4) FORMER USSR - clicks
5) ARABS+AFRICA+S.AMERICA+AUSTRALIA - free
6) ARCTIC+ANTARCTIC - JOKE ;-)

is this targeting ok?
any ideas?
