Any US-backed puppet government and 'constitution' will
(at best) last only as long as we have troops on the ground.
If we commit to that for a generation or two, then maybe
we can assimilate them into our McCulture enough to desire a
secular government that allows that entertainment to continue.
The best opportunity for a Secular Iraq was Saddam.
Iraq already had a secular leader who was trying to force
his country (and his neighbors) into secularism/socialism.
