Most sites using ccbill ONLY use c ookies for tracking so I'm not sure where you get the idea they use 'other ways'?
CHMOD - you are wrong. IE6 DOES NOT disable all c ookies by default and a well written script will still have it's c ookies accepted by the default IE settings.
