You need to clarify with the host if they are moving you to another server or merely changing your IP on the same server? The latter will not improve your site's speed and the former may not either if they are moving you to another crowded or hardware challenged box. For a complete and/or accurate assessment of the problem we would need to more specifc information regarding the server you are on eg: port connection RAM, CPU, drive speed and/or IP and the server they intend to move you to. Additionally it would help to know what resources your site demands eg: scripting, php etc.??
