If you just want to cut up .wmv or .asffiles then ASF tools is by far the quickest way I have found.
http://www.geocities.com/myasftools/ You can cut videos into clips and then join them back together if you need to as well.
Theres a bunch of stuff it can do like repairing, creating ASX's and other things but I only use it for the cutting feature.
