SACRAMENTO ? In the opening volley of what promises to be a messy, bare-knuckled political brawl, porn peddler Larry Flynt has been cast as the bogeyman behind an initiative that could give slot machines to a select group of race tracks and card rooms.

Flynt, publisher of Hustler magazine and the owner of a Gardena card room that carries the same name, is the focus of an initial direct mail blitz financed by wealthy Indian tribes opposed to the pending initiative.

As the expected campaign unfolds, Flynt's role will expand, the tribes' strategists said Wednesday.

"By the time Californians go to the polls in November, they will know this as Larry Flynt's initiative," said Dan Schnur, a prominent Republican consultant working for the tribes.

Schnur called Flynt "the driving force" behind the measure, which would give 30,000 slot machines to 11 card rooms and five race tracks if the state's Indian casinos refuse to pay a "fair share," defined as 25 percent of gross gaming revenues.

"We believe that most Californians are going to decide that Larry Flynt's vision for California is not one that they share," Schnur said.

Flynt's Gardena cardroom is among those that would receive slots under the initiative. But Flynt said the opposition is giving him more credit than he deserves.

"I can't understand why they are attacking me," he said Wednesday. "I am only one of several businessmen and individuals involved in gambling establishments and race tracks" who are sponsoring the measure.

"I'm by no means the driving force behind this thing," Flynt said. "But, we're polling at a 70 percent approval rating right now and they have to do anything they can to knock that down. I'm the best shot that they got."

The 11 card rooms include Oceans Eleven in Oceanside, but the Del Mar race track would not receive slots. The initiative's proponents are expected to submit more than 1 million signatures on Friday. It needs nearly 600,000 valid signatures to qualify for the November ballot.

A Palm Springs tribe, Agua Caliente, also is expected to begin submitting signatures on Friday or early next week for a rival measure that would give tribes unlimited gambling and 99-year compacts if they agree to pay the state's 8.8 percent corporate tax rate.

At the same time, Gov. Arnold Schwarzenegger's administration is pushing to finalize new gambling agreements with seven tribes ? including Pala, Pauma and Viejas of San Diego County. Those agreements, or compacts, could produce a onetime payment of more than $1 billion plus more ongoing revenue for the state in exchange for unlimited gambling.

In addition to magnifying Flynt's role, the opposition campaign is attempting to turn up the political pressure on the initiative's two high-profile law enforcement sponsors ? Los Angeles and Sacramento County sheriffs Lee Baca and Lou Blanas. Most other law enforcement leaders oppose the measure.

"Both of them will spend the rest of their respective political careers explaining why they got into bed with Larry Flynt," Schnur warned.

The measure could raise hundreds of millions of dollars a year for police and fire agencies. Baca, who was unavailable Wednesday, has cited the revenue potential in explaining his support in the past. Blanas declined to comment Wednesday.
