This seems like a good idea, but it seems one problem still has not been addressed - traffic! Since TGP2s will be at a competitive disadvantage as far as traffic goes, we've got to generate and keep our own traffic.
Also, there's some other problems:
Does TGP2 allow pics on html pages? Now, does that mean the reviewers are all going to check the pages manually for consoles and timed consoles? Or are the TGP2s going to be required to have good link checking software?
Free hosts: Probably should be up to the individual TGP2, but I wouldn't allow them.. If you can't convert TGP2 galleries enough to pay for the minimal bandwidth - can you convert anything? Why bother? The only person it would be making money is the freehost, which is of course why Lightning made his impassioned plea.
Very interesting, I'd almost be interested in starting one up myself.
