I did a source code search for the term "preteen" on the CCBill signup page and it failed to find results.

However, you can not expect webmasters everywhere to repoint traffic sent to them by questionable referers. The difference between "AsiaPreteens.com" and this new domain "PreteenVideos.com" is that the account is already disabled by SexKey.com.

But (IMO) this is NOT a SexKey.com issue.
One thing that I have done to have webpages closed is to ping the domain and get the IP address. Then, because a substantial portion of the internet is just banks of servers - change the last numbers of the IP and email those Webmasters as well. Phone them ... if necessary.
Turn up the heat - on where that computer is connected. Warn the Webmasters that the entire server may be immediately unplugged according to federal law. : )
