The biggest problem with today's intelligence agencies is that they are sucking up every bit of information possible but simply don't have the manpower to then analyze it effectively and on a timely basis.
They really need to quit spying and devoting federal resources on every little details of our lives and instead focus the manpower on the top threats against us.
That would increase the odds of catching the next event ahead of time.
