They are the ones that determine if you can even get past the first screening for a FFL3. With the Patriot Act in place, I'm betting you had better be related directly to God, and have papers to prove it, in order to qualify now.

I wouldn't hold your breath about qualifying. Especially with no practical training with them.
Buying and selling firearms requires a FFL (Federal Firearms Licence), buying a Class III machine gun made before 1986 does not require a FFL. If you wish to sell Class III machine guns made after 1986, short barrelled shotguns, silencers or law enforcement samples, you will need a FFL.

Getting a FFL today is considerably harder now than it once was, but I repeat, you don't need one to buy a pre 86 Class III machine gun, AOW, or silencer.

As far as getting training, check out Front Sight where you can get 1-4 day classes on machine guns.
