Oh, I had my name as webmaster on ICQ and I would get tons of people ICQing me with tech questions. you have to change your preferences to Authorize. Which means you get to choose who can ICQ you. But don't make the same mistake I did
When an authorization cames in and you decide to authorize them, make sure you add them to your contacts or they can't contact you
