Just a sugestion but what bout epassporte? they allow accounts worldwide. Quick calculation: $5 opening fee for the romanian guy+ $35 for virtual card for the romianian guy + 27.5 load cost for you + $2 atm fee for the romenian guy= $69.5 and the guy can recive international payments whole year round for just a $2 atm fee
