The US has been interfering in the middle east for 80 years and other countries even longer. The remarkable thing isn't that 911 happened, but that something on this scale took so long to happen.
Who to blame? Republicans and Democrats have both pursued broadly the same foreign policies, so they are both to blame for the causes of terrorism (as it relates to us). The people of the US are to blame for falling for the gung-ho flag waving at every turn and allowing successive governments to do things which could only have one eventual outcome.
And that is really all that counts. Condoleeza Rice may be hung out to dry, but the reality is that even if it were somehow possible to create Fortress USA, making our own lives miserable in the process, the terrorists will still get through. The only point of fostering the illusion that our country can be made safe, is so that we accept the loss of freedoms we would otherwise protect and so that the power brokers can go on playing their games.
