Seems a good offer.
The license thing is never going to please everyone. Most people want content that is not everywhere, except when it comes to them putting it everywhere.
He's produced a great price offer on good amateur content and does not want to sell it and see it everywhere over night.
But I do think 3 URLs is a bit low.
