That child was obviously pre- pre-school age. That is either the fault of the parents, or an older sibling that thinks it's "cute". In either case, it really IS the parents' fault. I heard adult voices off-camera, so I would imagine the shot was done by an older kid, but still a kid, based on the (I'm not a parent, so I don't have a personal account to base a guess on) 2 year old's reaction to the camera. It all goes back to the parents. If the parents were held responsible for their minor children living in their homes, we would see a drastic change in overall behavior patterns. A lot less "time out", and a lot more "go get me a switch".
