this is so damn subjective. but carter and clinton are easily the smartest on the list.... clinton can talk intelligently on any topic. i remember he was once given the wrong speech on his tv projector for the first 5 minutes when giving his state of the union address.... he adlibbed flawlessly and nobody noticed. but who says you need to be that smart to be the president.
