Actually these kinds of sites have already legal precendent in the states, you go to jail. There have been underage non-nude sites and the case revolved around being able to see genitalia through the clothes and that this falls under the explicit nature, it's more than just nudity, the suggestion of nudity is considered CP in the states, trust me stay away from it and you'll be fine
