The Navy claims it needs Vieques Island for bombing because "It is unique; there is no other place like it." Okay, then if it's unlike anywhere we might be fighting (as they are saying, by implication), why does it have ANY value as a place to rehearse a future war?
Wouldn't it make more sense to rehearse in a place the isn't unique, but is more like a place we might be fighting a future war?
