Both are great.....Dubia for the Hotel the Burj al Arab.....the only 7 star hotel in the world....un-fricken beleivable, and if you haggle with them you can get in for about 700 a night.
Kiev has fantastic women and the best value for the dollar when it comes to partying and clubbing anywhere in the world.
Literally you can spend $100 in a night, and have an experience that would cost you 3 grand in south beach.
