Thank you for your email. We apologise for your frustration. Please know
that the integrity of the Google AdWords programme is very important to
us, and this change helps us to maintain consistent and fair standards of
review. This ensures that we continue to provide a high quality
advertising programme that protects both our advertisers and our users.
Previously, our policy allowed ads linking directly to dialers, or to
websites featuring dialers, to run within the programme in a limited
capacity. However, we can no longer permit the inclusion of these ads
within AdWords. Ads that may no longer be advertised via the AdWords
programme include, but are not limited to the following:
- Ads with a Destination URL that triggers a dialer
- Ads that link to a website that initialises a dialer after a set amount
of time has elapsed
- Ads that link to a website that includes links (webmaster content or
advertising content) to dialers

As
DialerMaster said earlier, having a Dialer on your page does not infringe on their new policy.
They added three things:
1) Destination TRIGGERS a dialer
2) A dialer is TRIGGERED after a set amount of time
3) A link for webmasters or advertising (misleading) that is LINKED to a dialer.
I don't think google will remove listings that have a dialer as a payment option. They are removing sites that have blind, misleading and/or triggered dialers.
Oh and just reading it....Google's based in the US right? Why would they use the spelling "programme"? Not to mention there's no info about any of this on their site adwords news site
https://adwords.google.com/select/news/index.html ...?
