The grey market and reverse grey market sidestep the rules with technicalities. It's where the sale is made that matters. US DBS doesn't sale to Canada because of agreements (not laws) and Canada (by law) doesn't allow sale of US signals because the Canadian government thinks any "foreign" TV signals getting in are going to harm them culturally.

It doesn't matter. Even if you pay, it's still against the law.
Canada = Bell Express Vu or Starchoice.
That's it.
If you receive Direct TV or Dish Network signals and even if you are a subscribers using a DTH provider from oustide it is illegal in Canada.
I'm not even sure if my neighbor was paying or not. All I know is that he got everything confiscated and he received a 5k fine.
