I'd suggest not parking them on the street.
I know someone who does what your dad does and his neighbours constantly complain about him having cars all over the place. He also has a warehouse so he could easily store them but he likes to piss off the neighbours.
Recently he bought a new shop where he will deal directly with car upgrades and shit like that. So he tends to have them there now....
Perhaps someone just doesn't like to look out the window and see cars all over the street that don't really belong there.
