the building of the war ships stopped in 1990s when the USSr crashed. Russian has no money at all to spend on its army now. Some big guys destroyed and sold everything that was created in the USSR and now You may see them in big mercedeses in Europe or USA (Abramovich has even bought Chelsea FC - WTF!?)
